According to the "Java developer startup instructions (WestlawNext)" on the NSAWiki:

If not in possession of a Team Explorer Everywhere 2010 license key, e-mail Co_CM_TECH for it.

Co_CM_TECH only provides the key but you have to have your own license. You can check your license with Software Acquisition and Rights Management folks at sarm@thomsonreuters.com .
