Dependency / Library management system in Cobalt

Are there any dependency or library management systems in use in Cobalt (i.e. Maven)? If so what are they / for which languages and where are they currently being used?

The Java verticals were looking into using Ivy with the SonaType Nexus repository that CM has set up, not sure of its current status (Nick Spilman was working on it back then).
The .NET verticals really wanted to use NuGet but have yet to successfully set it up.

I think the Java verticals have some kind of automation around dependency management (not sure if it's a management system per se). The .NET verticals have nothing of the sort, unfortunately
