Tracking Customer Views of Royalty Bearing Content

How do we track how many times customers view royalty bearing content and how does that translate back into systems where we actually pay the content owners? Are there specific mechanisms in Document to handle this (rendering special events that gets picked up and tracked)?

From what I was able to glean from the process, things work as follows:
1. The content has a [royalty id][1] as part of the metadata
2. As Document renders the document the royalty id is included in the events written to the HTTP headers as part of the standard Cobalt event model
3. Events are harvested from the headers by the [Events module][2]
4. As part of the billing system, the royalty information is recorded. This information is tied to how much money we made from the customer interaction including how much was charged for the document, and how much we made from the search that lead to the document
5. A group (name?) cuts checks to the content owners monthly based on the data
Obviously the above list is a little foggy. I'm not clear if 4 is happening as part of billing or is an SAP system. Shanna Swenson (shanna.swenson@thomsonreuters.com) is a person I found who is knowledgeable in this area.
