Calling an endpoint on a scheduled timer on the cobalt platform

I have a requirement to call an non cobalt TR service that requires an auth token that expires every 15 minutes. I would like to cache a token every 10 min. or so so that when requests come through to hit that API we don't have to get authorization first.
What is the preferred way on the cobalt platform to periodically run a process to retrieve data in this manner?

The 2 most popular ways to run a scheduled job on the Cobalt platform are:
InfraScheduler (Contact Cobalt Infrastructure)
WestScheduler (Contact Anthony Novak)
There are positives and negatives to both, but the InfraScheuler is preferred due to its use of CMDB. If you are running in the WTA (Web2 environment), then WestScheduler is your only choice.

Jonathan Wentz is going to pull together some information on this. My understanding is that it is called something like the batch scheduler and Anthony Novak created it.
