"Could not create SSL/TLS secure channel" - Known Issue?

I'm getting the following message when sending a request from C# code, but not Postman:

The request was aborted: Could not create SSL/TLS secure channel.

I saw a previous question about this, and it looks like at the previous point it was related to a new API release. Is this a known issue?
