Why does RHistory not return any US data in the last trading hour during summer time in 2019?

The following RHistory request does not return any data in the last trading hour up until the change from summer time to winter time on Nov 3, 2019. It looks like some bug related to a time zone conversion or aggregation of data. Please also see my other bug report under Bug in Excel RHistory interface. Maybe both are related.

This is a code snippet for replication:

You can report this issue to Refinitiv Helpdesk.
