Where can I download ADSPOP - I can only find ADS/ADH?

I am not a TREP expert, but as far as I am aware you just download the required ADS package and then configure it to work in ADS/POP mode as described in section 10 of the ADS_Install.pdf which is included in the package.
You are probably aware, the ADS package can be downloaded from below by selecting MDS- Infra for product family and then Advanced Distribution Server (ADS) https://my.refinitiv.com/content/mytr/en/downloadcenter/loadview.html

The ADS package also contains an example ADS POP configuration in <ADS package>/config/ads_pop.cnf file.
