You might need to download it from my.refinitiv.com software download page instead.

https://my.refinitiv.com/content/mytr/en/downloadcenter.html

Then click Search Downloads and select

Product family: Thomson Reuters Eikon

Products: Refinitiv Eikon API Proxy

It will show a list of proxy available for your account.
