Is the syntax of a RIC formally described?

Is the syntax of a RIC formally described/defined anywhere? In particular, the meaning of non-A thru Z-0 thru 9 special characters such as "$" "^" "." "_" which are valid in RICS. Also, if RIC's can contain commas, spaces, tabs, semi-colons, etc.?

There are two guides which can be used for references.

TS1 Reference Manual shows a list of valid characters used for secondary RICs.
