What is the scope of TechOverflow?

Given the name and domain, the scope of this seems to be company wide which will provide an excellent resource.
However; many of the questions asked thus far relate directly to Cobalt or other related products (with ambiguous acronyms/terms being used that non-Cobalt team members will be unfamiliar with).
I'd simply like to know what the desired scope of this site is going to be, so comments/questions can be phrased/edited correctly

Both Mark and Robbie are correct. TechOverflow has was originally for Professional (Legal) but has expanded to Thomson Reuters wide. Here is some guidance to the scope of TechOverflow:
TechOverflow is intended for technology questions related to software developed at Thomson Reuters. By technology questions I mean things like:
* How to run code locally for one of our products
* How our online systems interact with business systems
* What stack traces mean for software we develop
* What different systems
* What different business and technology terms mean that a software developer or tester may encounter when developing our products or editorial systems
* Questions related to if any groups have used a technology or platform internally within Thomson Reuters
* Etc.
What TechOveflow is *not* intended to be is:
* A site to ask general technology questions that could be answered on StackOverflow (e.g. "how do I write X in Java?"). An exception here is if you are asking about our internal conventions and standards for things like Java/C# etc.
* Desktop support questions unless the relate to setting up a developer/tester workstation (e.g. not "Outlook isn’t working for xyz")
* A place to ask general opinions (e.g. “What do people think of Node.js?”)
* A place to ask questions about systems that don’t relate to our technology development
We always strive to be a place that has a positive culture focused on helping people. If you are unsure if a question is relevant to TechOverflow, go ahead and ask it. We would prefer to err on the side of over-inclusion. Nobody will be angry with you for asking it, and if it's not normally in scope for TechOverflow, you will get a friendly reminder in addition to the answer to your question.

TechOverflow is intended for all of Professional Technology in Thomson Reuters. Yes, there are a number of folks from Cobalt already using it, however, it is intended for all internal technology topics. This includes any project or technology for development, testing, configuration management, or support (hopefully I didn't miss any technology aspect).
If you can access this site and have a technical question, then you should use this site.
This site should NOT be used for industry technology topics that would be covered externally online by searching Google or StackOverflow. TechOverflow is intended for Thomson Reuters internal technology Q&A.

Thanks. What are the moderation/editing rules? As in who has the ability to edit questions to ensure they meet some guidelines in respect to company-wide information?

I agree with Randy that ultimately we would like this to be company (Thomson Reuters) wide, but to start we are focusing on Professional because that is the part of the company we are in where we can promote it. We hope to use the tag based system to help identify what areas questions are relevant to, and ultimately that can be expanded to Markets, but for the time being we are focused on getting this going within Professional.

I didn't mean to suggest that it should be company wide... Professional is reasonable enough.
I'd just like to see questions that immediately reflect the project the question is being asked about.

The scope of TechOverflow has recently been expanded to include the Eikon Platform team from the Thomson Reuters Financial & Risk division. The Eikon team is part of the Unified Platform team and I expect that they will also start using techoverflow very soon.
