Error when running Website properties retriever

I'm running the Properties Retriever for GTLRMaxwell Website and I'm getting the following error in errorlog.xml:


The remote server returned an error: (503) Server Unavailable.

at PropertiesRetrieverExecutable.Program.Main(String[] args)


Obviously the server isn't responding. Who is responsible for the server this contacts? Is it CM or the Website team? (related to [this question][1] on where properties retriever pulls properties from)

The propertiesRetriever.config file defines the url to use. In most cases, that's basically the website domain like http://next.ci.westlaw.com/manifest.xml

Considering that this references CI, if the CI site is down then either it's suck in the middle of a deployment and you should try later, or if the issue persists then notify CM.
