our customer would like to implement the Open Dacs Permission Server (http calls on port 80) on their Java app. Where we can download any document reference/tutorial about it?

ODPS Developer Guide can be found within ODPS Developer Kit, that can be downloaded from Customer Zone.

A Developer guide should be included in the DOCs folder of the ODPS package.
