When is a Delivery a PersistedDocument?

I am trying to find a use case when the DeliveryItemType is PersistedDocument. I thought this meant the item was foldered or had notes, but these have a value of CobaltDocument. So when exactly is the PersistedDocument value used?

This correleates to DeliveryItemContext.ItemType data contract.
