How to load .js files from local IIS server

I am trying to learn building apps using Eikon html5 SDK.
I have created a test.html file in my IIS server path.
It contains some html and script for a basic slickgrid.
When I open the file normally in chrome, the slick grid is visible and
when I run the file using localhost:xxx/test.html, it does not show the slickgrid
but shows other html. All the .js files linked are placed in the IIS server path.
What am I missing here?

I've been using Visual Studio to create projects, html and javascript files. When I debug it, it automatically opens an IIS server and I don't have to manage any server paths etc.
Create a VB or C#, web, ASP.NET empty web application. Add your html and javascript files and start debugging

The and tags most likely have incorrect references that won't work in IIS - you can check that in Chrome Dev Tools (F12) in Networking tab.
