Why the default browser is different (depends on the target parameter) on Eikon Desktop 3.* ?

Hi,

As I found on Eikon Desktop 3.*,

1. The default browser is **Chrome** if the target of Navigator is "tab"
2. The default browser is **IE** if the target of Navigator is "popup"

Why the default browser is different? Does anyone know the reason?
