I have downloaded the tutorial source code and I cannot find the readme files mentioned where are they?

I will revise the tutorial and samples, to reflect the latest API changes.

That looks like a mistake when it mentions the READMEs - I can only assume older versions of the tutorial steps included README files.
However, command-line parameters are not used with the steps of the current tutorial.
The online tutorial will explain when to modify any relevant hardcoded values in the source code as you work through each step.
The purpose of each source code step is also explained within the online tutorial.
