Is the Eikon Server API same as the Elektron for Eikon?

I am confused ... According to Eikon Server API description, it is targeting buy side firms who want to feed real time data without any extra infrastructure. So I believe they are not the same.

I found that Eikon Server API is a new name for Elektron Connect for Eikon (ECE).
