The x-cobalt-product-container is used to differentiate products on the Cobalt Platform and to enable routing and product family logic within Cobalt Platform modules. It has nothing to do with billing.

It indicates which product is being used (i.e. WLN, Advisor, Forms), which is probably necessary for billing purposes.
