Do you get the error message when using the https://enterprise-license.refinitiv.com/rtlms/ to generate your RTDS license? If so, I highly recommend you submit a ticket to the Real-Time License team directly via my.refinitiv.com website.
Please choose the "Refinitiv Real-Time License Management System" in the Product field as follow:
