You need to use https://selectapi.datascope.refinitiv.com/RestApi/v1/Extractions/ExtractedFiles('VjF8fDExODk1NTg3MQ ')/$value instead.
The Files is used with the Report Extraction Id to get a list of files in the report extraction.
