Is it possible to use the US-West-1 link in AWS for the VBD downloads?

Download is in progress through US-EAST-1 link. For the
East link the download speed is only 350 kbps.

You need to use links generated by TRTH in order to download VBD files. The links are specific to regions. If the link is for US-EAST-1 (S3), you can't download it from US-WEST-1.
