Date flter Screener or RSearch

Is there any way to specify a date filter for the screener? I.e for the following formula retrieve teh results at a point in time:

=TR("SCREEN(U(IN(Equity(active,public,countryprimaryquote))/UNV:Public/), IN(TR.ExchangeMarketIdCode,""XTSE""))","TR.CommonName;TR.ExchangeName","RH=In CH=Fd")

If not is there way to filter RSeach and specify a date filter for: AssetType = EQUITY, "ExchangeCode: 'TSX' IsPrimaryQuote:Yes"

I suppose you're looking to construct the listing of an exchange as of a historical date. I cannot think of any way to do this using Eikon.
