The Technical Analysis tools available on Refinitiv Workspace's Chart app come from 'tradingview'. Their Parabolic SAR formula/computation guide can be found here. You may find complementary coding content here too, although it is not the code used in the Chart app.

I would personally be happy to write a Python code attempting to replicate this in an article (akin to this one that investigated Technical Analysis triggers and signals capabilities using the Eikon Data API), but this would take several months to find the time to write and publish.
