if the source of FID 3516 and 3517 format is HH:MM:SS.MMM, Can RFA publish it on the same format?

These fields represent time in seconds (HH:MM:SS). They don't support milliseconds. 

ASK_TIME1  "ASK TIME1"           3516  NULL        TIME_SECONDS        8  TIME             5
