ATS is a Real-Time Distrtibution System (RTDS). To connect to ATS, you need to install and setup it on your RTDS environment.
Codebook is running on Cloud which doesn't have ATS and it can't connect to your RTDS environment. Therefore, Codebook can't connect and contribute to ATS.
To contribure data to your ATS, you can use LSEG Data Library for Python and the application must be run on a machine that can connect to ATS. The example for contribution is on GitHub.
