We would like to understand if we could use RTO using tokens acquired via PING/CIAM.

You dont mention which Refinitiv API/SDK you are using. However, the Quick Start page for the WebSocket API and RT-SDKs all have guides on using V1 or V2(CIAM) Authentication to connect to RTO e.g.

Yes, the RTO is integrated with Client Credentials (v2) authentication scheme. An app can use websockets API or RTSDK with v2 credentials.
