Change Web.Config file by environment

The Cobalt.Website.WestlawNext.Web.Config file stores config stings (email addresses, phone numbers, etc.) for customers to contact ref attorneys in WLN.
Is there a way to change a key/value by environment; so the ref. attorneys don't get our test emails from the lower environments?
