Thank you for reaching out to us.

According to this notification, UPA has been EOL since 31 July 2021. It has been rebranded to ETA (Enterprise Transport API) in the Refinitiv Real-Time SDK.

You can download it from the Refinitiv Developers website or the Software Downloads. It is in Product Family: MDS - API and Product: Refinitiv Real-Time SDK. The latest version is Real-Time-SDK-2.1.1.L1.java.zip.

Otherwise, you can rebuild the library from the source code on GitHub.

The libraries are also availble in Maven. Please refer to this How to Set Up Refinitiv Real-Time SDK Java Application with Maven article.
