I have only the ADS document, but I am assuming that the RTC is the same. According to the ADS document, the REST interface lets you monitor the ADS/RTC server via HTTP request. However, I think you can monitor one instance of ADS/RTC (the one that you sent a HTTP request message to), not entire RTDS system (upstream ADS, ADH, etc.).

Example of http://localhost:8080/sharedmem (my local ADS Pop).

However, I strongly suggest you contact the RTC support team for more detail of the parameter, request message structure of the monitor REST API.
