java.net.ConnectException: errno: 79 (A remote host refused an attempted connect operation.), error: Connection refused

Hi Dear communnity, we have in production landscape a ftp connection to hosted.datascope.reuters.com , normally this connection works fine, but today we are receiving hundreds of alerts saying that coonection "was refused" or "timed out". Is there an issue with "hosted.datascope.reuters.com".
