Does a pseudo ric (like %CCONFIG) exist that provides ILA permissions?

As far as I know, you should be able to use RFA or EMA to request "%CCONFIG" RIC from the Edge server using OMM MarketPrice domain. Not sure can you try one of EMA or RFA example to request the RIC?.
Below is the console output from EMA example 200__MarketPrice__Streaming when using with my TREP ADS server.

Anyway, if you found a status message about permission to request the RIC, you may need to contact the infra support team to verify the issue.

If your problem is not about permission to request the RIC mentioned by moragodkrit, I suggest you should contact Elektron Edge support team to ask for the way to get ILA permissions on your Edge. If there is a RIC providing this info, RFA or EMA should be able to used to get the info by subscribing the RIC. You can submit the query to Elektorn Edge support team via Get Support of MyRefinitiv and select Product to be Elektron Edge
