To answer your first question: "Maintenance" is rather routine - for example, it can involve upgrades, functional checks, making a release, changes in the back-end, etc. We like to give everyone a heads-up, although maintenance happens almost every weekend.
Secondly, it's not supposed to impact the API (there shouldn't be any downtime). There's always a chance that something can go wrong of course, but based on the plan, it should not be affecting the API and therefore, will not be suspended.
