As a consumer, can we download the Field/Enum Dictionary on service start up or must we load from the files provided in the API?

Yes,

Consumer can download the dictionary from the infra. Usually this way is preferred, as the dictionary between the infra and the app is always guaranteed to be the same.

In RFA Java SDK examples, please see example OMM/Dictionary
