Typically, you should be able to access http://127.0.0.1:9060/api/status via a web browser.
If not, it could be a problem in Eikon or network settings.
Please refer to the Eikon Data API(Python) Troubleshooting article to ensure that the Eikon Desktop is running properly on your machine.

You may not have an API variant which will limit your ability to use the data libraries.
You can try the following in your browser:
http://localhost:9060/ping?all
If a JSON response comes back, it should look similar to this:
You should the "path": "/api" entry.
