Do we have a place to retrieve all the handle ids (long value) of all the valid data streams at that moment?
And other interfaces to manage the data streams.
Not limited to EMA, or ETA provide this functionality?

It is a role of an application to maintain the retrieved handles.
It was mentioned in the EMA developer guide regarding working with items.
Depending on the client's requirements, the application may or may not maintain the list of retrieved handles. I checked and found that EMA can't return the list of current active handles.
ETA doesn't use handles. It uses the stream IDs and the appliation needs to maintain the used stream IDs.
