How to attribute subject country to a news article with multiple countries listed

For news articles that come from MRN Eikon Elektron, that don't involve companies "general news" there is often more than one country listed as a subject code. Is there a way to disambiguate which country is the main one?

For example, if there is a news article about actions the Chinese government is taking about Chinese import tariffs from America - both China and USA will be listed - but we'd like our machines to know that China is the subject.

The topic code metadata is not weighted or priority ranked, so there is no way to use topic codes to determine relevance amongst present country codes.
