Something, somewhere, was cached because when I restarted my laptop the throttle had been removed.

The 429 Too Many Requests was sent from the backend which indicates that the limit is reached.
You need to contact the backend support tem to verify this issue.

If you are using the data platform session, please contact the Refinitiv Data Platform support team via MyRefinitiv.
The support team can check the limit used by the application.
