APi issue ConnectError('[WinError 10061]

I am using some code which was built internally, but i am getting an error:

An error occurred while requesting URL('http://localhost:9000/api/status').ConnectError('[WinError 10061] No connection could be made because the target machine actively refused it')

Can someone help me figure out what the problem is please?
