Is there an api-compatibility-matrix of CPU ? client is iasking if EMA support both x86 and ARM ?

You can refer to the API compatibility matrix on the developers portal. If the OS is completely supported on a chipset, and all the dependencies and compiler is also available for that platform, the SDK should function without issues. I have not tried, but doubt that ARM based system supports all these prequisites.
