I don't think so. The Eikon API Proxy used by Eikon Data API listens to TCP port on the localhost (127.0.0.1). The default port is 9000.
TCP 127.0.0.1:9000 0.0.0.0:0 LISTENING
This is why you can only use Eikon Data API on the local machine.
