API Proxy is not available as a standalone application on Windows.
The API Proxy is integrated as part of Eikon Desktop product.
You must have the Eikon Desktop running on your Windows machine to be able to use Eikon Data APIs within the same machine.

As far as I know, starting with Eikon version 4.0.36 or higher, the Eikon Data API is fully integrated into Eikon for Windows. Please follow Eikon Data API Quick Start guide for Windows
