API to check whether email has associated Eikon license

I was wondering whether there was a programmatic way to check whether an email address has an associated Eikon Desktop license?

One of our processes requires us to update/maintain a file of all internal users with an active Eikon license.

Some sort of API would be appreciated as this process is done on a standalone server.
