Access Denied: User req to for Unsubscribed Specialist -

A call to `AuthorizationAgent::checkSubscription()` from Linux Open DACS 7.6 (C++) for a Content-Based Entitlement is returning the error string "Access Denied: User req to <SERVICE NAME> for Unsubscribed Specialist - <DATA DICTIONARY GLOBAL NAME>". What constitutes an Unsubscribed Specialist error? I am unable to find any reference to this in the Developer's Guide.
