If I understand the question correctly, jDacsLib.jar is part of Open DACS, and if you are integrating with RFAJ 8.2, and looking to integrate with OpenDACS, download Open DACS SDK 8.2 Java from Open Data Access Control System Java Downloads. It will require dev portal login (registration) and if you are not currently a member of API family - request and approval for the download.

General DACS access is included with RFA, it is part of rfa.jar, so is of the same version as the version of RFA.
Open DACS is not included with RFA, it is a separate API/installation Open Data Access Control System API - Java

DACS integration functionality that is part of RFA and is different and is intended to work with DACS locks, parse and understand, or create, see JRFA Dacs Lock Developer Guide to learn more. For example, we may require to create and include DACS locks if working on a custom publisher application.
