Why does this code return data for 1996-1998 when I am asking for data for fiscal year 1990.

This is not what I expected to see.
I would have expected something like a) it's because you're missing ... or b) there is an error in EIKON API.

The output is correct and logical. You specifically request for a data in a time span of 1990 up to current year -1Y and you receive the available data for that period. Nothing is missing and there is no error in Eikon API.
