I have tried using the DSS API Help section. But was unable to get how to extract the exact 3 PM New York EOD data.

You can check the Refinitiv DataScope Select Data Content Guide to get all fields in the PremiumEndOfDayPricingReportTemplate. I am unable to find the Premium EOD 3PM New York Prices field. Moreover, you can check the available conditions of the PremiumEndOfDayPricingReportTemplate from the REST API Reference Tree.
You need to contact the Datascope support team directly via MyRefinitiv to verify if this field can be extracted from Datascope Select.
