I got a response from the PermID team that:

So although this Quote (21613112576) was issued by this company, it is not presented on the organization page as it's not the "main" quote."

Thank you for reporting the issue.

I checked and found that https://permid.org/1-5053941296 doesn't have the tr-fin:hasOrganizationPrimaryQuote and tr-fin:hasPrimaryInstrument attributes.

I will contact the PermID team to verify the content.
