What is the difference between sending a top-level group id or a Child group id (Child of top level group) separately in the zfs-screening request?

Top level group is your parent group which may contain several child groups , suppose you have a use case which requires you to club your cases according to a specific category or segregation , you can make use of the child groups so when you screen a case by passing a child group 1, the case will be screened and created under that particular child group 1.
