it is available in the TickHistory response, so why its in TickHistory but not in TimeSeries

That instrument is very old, it looks like there is no data for it in the database. That said, I'm not a data specialist, so I cannot explain it any further. Plus, I tried searching using Eikon Desktop and found that RIC 6013.SE is suggested instead, not sure if this is what you're looking for, you may check with the content team to confirm this
