Where can I get WebSocketSharp NuGet package?

I am trying to build the CSharp examples for WebSocket API and Visual Studio is unable to download the WebSocketSharp NuGet package.

Error details are:

Error NuGet Package restore failed for project MarketPricePostingExample_VS110: Unable to find version '1.0.3-rc11' of package 'WebSocketSharp'.

C:\Program Files (x86)\Microsoft SDKs\NuGetPackages\: Package 'WebSocketSharp.1.0.3-rc11' is not found on source 'C:\Program Files (x86)\Microsoft SDKs\NuGetPackages\'.

https://api.nuget.org/v3/index.json: Unable to load the service index for source https://api.nuget.org/v3/index.json.

An error occurred while sending the request.

Unable to connect to the remote server

No connection could be made because the target machine actively refused it 127.0.0.1:3128

I suspect this could be due to corporate network issue e.g. proxy servers:
